I typed “inquiry process steps” into Google and opened the Images tab.
Pages and pages of cycles.
Arrows this way and that. Color-coded loops. Clean, confident diagrams all pointing back to where they started. Circles within circles. Spirals. Wheels. Some with five stages, some with six, some with eight — but almost all of them sharing one defining feature:
They go in circles.
And I kept thinking the same thing:

What You Find When You Search
Go ahead. Open a new tab and search “inquiry process steps.” Click Images.
What you’ll see is a landscape of diagrams that present inquiry as a tidy, repeating loop. Question → Research → Create → Reflect → Question again. Round and round. Clean and confident.
They’re colorful. They’re easy to understand. They’re in classrooms and professional development slides and state curriculum documents all over the country.
And almost every single one of them is missing the most important part of what inquiry actually is.
Not because the people who made them don’t care about students. They do. But because a circle is easy to draw, or maybe because the truth of what students experience during inquiry is much harder to capture in a diagram.
What Every Cycle Diagram Leaves Out
Look at those images again. Find the circle that shows:
- A student who started excited and is now completely lost.
- A learner sitting with uncertainty so thick they can’t see which direction to go.
- The moment someone almost gives up, and what happens right before they don’t.
- The dip. The confusion.
- The emotional reality of what it actually feels like to construct new understanding from information you’ve never encountered before.
You won’t find it.
Because you can’t draw those things in a circle without admitting that inquiry isn’t clean, isn’t neat, and doesn’t return to where it started.
Here’s what the research shows inquiry actually looks like:

That’s not a cycle. That’s a journey across time. And the difference between those two pictures changes everything about how we teach.
Why a Circle Is the Wrong Shape for Learning
An inquiry cycle implies you return to where you began.
But when a student completes genuine inquiry — when they’ve wrestled with uncertainty, pushed through confusion, found their focus, and arrived at deep understanding — they don’t go back to the beginning.
They arrive somewhere completely new.
And here’s what’s real but never shown in those diagrams:
At the end of genuine inquiry, students don’t just have answers. They have understanding. They also have better questions. More informed questions. Questions that could only exist because they went through the entire process and emerged with new understanding on the other side.
That’s not a cycle. That’s growth.
An inquiry cycle suggests that inquiry is a procedure you repeat. The same loop, over and over, at the same level. But real inquiry moves. It builds. It transforms the learner.
And in schools — even if we accepted the cycle metaphor — when do we actually take students back through it at a deeper level? The assignment ends. The grade is given. Everyone moves on.
So the inquiry cycle is not only conceptually misleading. It’s practically fictional.
The Axis Nobody Draws
Here’s the thing about those cycle diagrams that bothers me most:
None of them have a bottom axis.
Look at your search results again. The circles float. The loops have no ground. There’s no sense of where the process begins in time, how long it takes, where it goes.
That missing axis is not a design choice. It’s a conceptual gap.
Because inquiry doesn’t happen outside of time. It unfolds across time. And that matters enormously for how we design learning experiences.
When you draw inquiry as a process that moves across time, suddenly everything becomes designable:
- You can see where students are likely to struggle and when
- You can anticipate the dip — the moment of maximum uncertainty — and prepare for it
- You can build in the right support at the right moment instead of hoping students push through on their own
- You can recognize that the messy middle isn’t a sign that something is wrong — it’s a sign that real learning is happening
The bottom axis isn’t just a timeline. It’s the difference between inquiry as a concept and inquiry as something teachers can actually use.
Why the Circle Feels Safe — And What It Costs
I understand why the cycle became the dominant diagram.
Circles feel complete. They suggest that inquiry is a natural, self-sustaining process. They’re reassuring to administrators, to curriculum designers, to teachers trying to explain a complex idea in a professional development session.
But that reassurance has a cost.
When inquiry is presented as a clean loop, students expect a clean loop. When they hit the dip, when uncertainty floods in and confusion makes it impossible to see a clear direction, they think something has gone wrong. They think they’re failing. They think where am I in this? They can spiral down.
And without someone there who understands what’s actually happening, many of them stop.
We have no way of knowing how many students have given up on inquiry because they hit that wall of uncertainty and concluded they simply weren’t capable. Because nobody told them that confusion is not a detour from the process.
It is the process.
What the Research Actually Shows
Dr. Carol Kuhlthau spent decades studying what people actually experience during inquiry. Her Information Search Process — developed from the real thoughts and feelings of students, confirmed across multiple studies, and ultimately mapped in brain activity reveals a process that is anything but circular.
Students move through identifiable phases: initiation, exploration, formulation, collection, presentation. But more importantly, they move through identifiable feelings at each phase. Uncertainty, confusion and frustration in the middle. Increasing clarity and confidence as a focus forms. Satisfaction and often new curiosity at the end.
These phases don’t loop back to the beginning.
They build toward something.
And crucially, the two phases right in the middle, exploration and formulation, are the ones most consistently overlooked in those cycle diagrams. The truth is that they’re the hardest parts. The ones where students most need support. And the ones where, without that support, inquiry most often fails.
Not because students aren’t capable.
Because nobody recognized where they were and met them there.
What the Inquiry Learning Cycle Is Actually Missing
So here’s the honest answer to the question those diagrams never ask:
The inquiry learning cycle isn’t wrong because it’s drawn as a circle.
It’s wrong because it presents inquiry as a series of actions without accounting for the experience of the person going through it.
It shows what students do, what activities to plan. Not what they feel, think, and need at each moment along the way.
And when we design from the actions without understanding the experience, we create learning environments where:
- Students are asked to choose a topic before they’ve explored enough to care
- Research begins before genuine curiosity has developed
- The confusion of the middle is treated as a problem to solve rather than a sign that thinking is happening
- Support is withdrawn exactly when it’s needed most
The cycle isn’t the problem. The missing experiential layer is.
A Different Way to See It
What if instead of an inquiry cycle, we drew inquiry as what it actually is?
A journey. Across time. With a beginning that starts in uncertainty and an end that arrives at understanding — and new questions — that couldn’t have existed at the start. It’s a process with a beginning, middle and end.
An inquiry process with a shape that shows the dip, names the confusion, and makes visible the moment when everything shifts — when a student who was lost finds their direction and thinks:
Yes. This is what I want to know.
But it’s the truest picture of what learning through inquiry actually looks like.
And when teachers and librarians understand that shape — when they can see where students are in the inquiry process and respond to what they actually need — inquiry stops being something that sometimes works and sometimes doesn’t.
It becomes something we can design for.
