Search for “inquiry process steps,” and you’ll find plenty of diagrams.
Lists.
Cycles.
Arrows moving back and forth from one stage to the next.
They’re helpful, until you try to use them in a real classroom.
Because here’s what those diagrams don’t show you:
A library full of busy students, notebooks open, resources spread out, looking every bit like inquiry in action, and yet something is clearly wrong. A school librarian noticed it too. Students were engaged. The library was active. But underneath all that busyness, there was resistance. Sometimes a big resistance. And it kept appearing at the same point in the process.
That observation became the seed of one of the most important studies in education research. And what it revealed changes how we should think about inquiry, entirely.
What Are the Inquiry Process Steps?
Most descriptions of the inquiry process include steps like:
- Ask a question
- Gather information
- Create or present findings
- Reflect on learning
These steps are meant to guide students from curiosity to understanding. And on the surface, they make sense.
But in practice, something doesn’t quite work.
Teachers assign topics. Students search quickly. Information gets copied, pasted, and reshaped into a final product. The process appears complete. But the thinking underneath is often thin.
Where the Misunderstanding Begins
The issue isn’t the steps themselves.
It’s what they leave out.
They don’t account for what students are experiencing as they move through inquiry.
Because before students can ask a educated questions, choose a direction, or engage deeply with information, they go through something else first.
Uncertainty. Curiosity. Confusion. Exploration.
These aren’t side effects of inquiry. They are the internal process.

The Missing Layer — What Students Actually Experience
Dr. Carol Kuhlthau set out to understand exactly this. Tracking a group of high school seniors through two major research projects, she asked: What do students actually think and feel as they work through inquiry?
What she found reshaped everything.
Students move through distinct phases, not just actions, but cognitive and emotional shifts. They begin with uncertainty, often feeling unsettled or anxious when they don’t yet know what they’re looking for. That uncertainty, if given space, can shift into genuine curiosity. But first, it often passes through frustration, the uncomfortable feeling of encountering new and conflicting ideas without knowing where they lead.
Only after moving through those phases do students arrive at clarity: a meaningful focus they can actually investigate deeply.
And when students in the study were asked what would help them most during that difficult stretch?
One answered without hesitation: “Encouragement.”
Not more sources. Not clearer instructions. Encouragement to keep going, because what felt like failure was actually the process working exactly as it should.
Why Inquiry Process Steps Often Fail in Classrooms
This is where many inquiry experiences break down.
Students are asked to choose a topic too early. Before they’ve explored enough to care, or to think meaningfully about the content.
Research begins before curiosity develops. Students search for answers before they have real questions.
The process is treated as step by step. But students loop, revisit, and rethink as they learn.
Reflection is saved for the end. Instead of being used throughout to build understanding.
The result? Students move through the steps, but are not supported through the process.
They can look productive. The library can be full. And the learning can still be thin.
A Better Way to Think About Inquiry Process Steps
Instead of asking: “What steps should students complete?”
We can ask: “What are students experiencing right now, and what do they need next?”
This shift changes everything. (I published an article about this)
Because it allows us to design for curiosity before research, build knowledge before asking for focus, and support students through uncertainty instead of rushing them past it.
The steps don’t disappear. They become more meaningful, because they align with how learning actually unfolds.
Designing for the Process, Not Just the Steps

When we do that, we stop asking students to move faster through the steps.
And start giving them what they need to actually think.
